The North Carolina Division of Emergency Management Office of Geospatial and Technology Management is pleased to offer Floodplain Management Training this summer.

Summer Floodplain Management Training 2-Day Workshops
for Community Floodplain Administrators

The workshops are recommended for new and experienced floodplain managers to review important floodplain management issues and to learn about modifications to the National Flood Insurance Program. Attendance at one of the workshops by at least one representative from each community is advised to assure that your community is administering your Flood Damage Prevention Ordinance in compliance with the NFIP standards.  Planners, building inspectors, zoning officials, elected officials, or other interested parties are encouraged to attend.

This year, the workshops are separated into 6 modules; each location will deliver 2 modules with in-depth training designed to be discussed and reviewed in greater detail than any basic course.  Developed and real-life scenarios will be examined, and exercises will be conducted in each module to increase floodplain administrators understanding of the rules and regulations and recognize when and how to apply them.

Training dates, locations, and modules:
June 17-18, 2009, Cumberland County Department of Social Services, Fayetteville
  • Post Disaster Duties - Response and recovery responsibilities of the floodplain administrator, including substantial damage estimates, issuing permits, responding to requests for information, and more.
  • Letters of Map Change (LOMC) - The process for changing and correcting flood insurance rate maps, including data requirements and discussion of acronyms.
  • Community Rating System (CRS) - Mandy Todd, ISO/CRS Specialist, will discuss CRS participation requirements.

June 24-25, 2009, Kernersville Fire Department, Kernersville

  • Hydrology & Hydraulics (H&H) - Introduction to the production of flood studies, including the properties of floodwaters, the watershed concept, discharge calculations, and how these relate to higher standards.
  • Insurance - Explanation of the relationship between floodplain management and flood insurance. Basics of underwriting and rating criteria, increased cost of compliance, and basic claim procedures.

July 7-8, 2009, Southwestern Community College Macon Campus, Franklin

  • Higher Standards - Overview of a selection of higher standards communities may adopt, including prohibition on fill, subdivision regulations, enclosure limits, critical facilities, and more.
  • Manufactured Homes - Discusses regulatory requirements for the placement of manufactured homes, the site review process, installation and enforcement issues, and recreational vehicle topics.

Registration Fee
The fee is $40 per workshop. Breaks with snacks and lunch will be provided each day. PLEASE BRING THE REGISTRATION FEE WITH YOU TO THE WORKSHOP (check or cash).

Elevation Certificate Training Offered Online for Surveyors
Certifying building elevations on the Elevation Certificate is a lot easier, thanks to a web-based training module developed for land surveyors, engineers, and architects. The Surveyor's Guide to the Elevation Certificate is a tutorial available through the National Flood Insurance Program (NFIP) web site hosted by the Federal Emergency Management Agency (FEMA).
